
What You Need to Know
The United States government is facing a possible shutdown beginning 12:01 a.m. on Wednesday, October 1, 2025.
Work on existing federal grants, cooperative agreements, and contracts should continue as planned. However, principal investigators (PIs) should consider delaying large purchases, if it is feasible to do so.
Resources
Council on Government Relations (COGR) has provided some updated resources for the potential 2025 shutdown.
While we anticipate that every federal agency will initiate unique contingency plans, the UTIA community should expect that:
- Proposal deadline dates will likely remain unchanged. HHS has confirmed that Grants.gov will remain in an operational status and the helpdesk will remain available to provide assistance to callers.  This means that Grants.gov proposals, including NIFA submissions, can still be submitted by their original deadlines.Â
- The proposal review process is likely to be delayed.
- Most federal staff will not be working. Inquiries about upcoming deadlines, proposal preparation and applications, or actions requiring prior approval will likely go unanswered until the shutdown is resolved.
- Agencies are likely to be prohibited from issuing new grants/contracts or amendments, including those for continuing funding increments, supplements, or no-cost time extensions requiring explicit agency approval.
- If your project involves accessing federal agency locations, resources, data, or personnel, you may be required to stop work; however, the federal agency should issue a stop work order in those situations.
What You Need to Do
Previous shutdowns have fortunately had minimal impacts on UTIA operations, in part due to proactive steps taken by faculty, staff, and administrators.
